The Ukrainian government is taking steps to reduce spam calls by providing mobile operators with new tools. These changes, approved on June 25, 2025, aim to improve communication quality.

According to the new regulations, businesses must sign contracts with operators and register their numbers. If this requirement is not met, calls from unregistered numbers will be automatically blocked.

Additionally, operators will soon have the ability to block numbers from which spam complaints are received.

Moreover, the new regulations will allow users to independently disable content services through their personal accounts without the need to contact support.

Operators will be required to specify internet speeds in contracts. If the actual speed is significantly lower, it will be considered a breach of contract.

Another important change is the protection of users' rights in combat zones. Users should not lose connectivity due to non-payment for services, and their SIM cards should not be blocked.

All these changes will be gradually implemented to allow operators to adapt their systems.
